NCHE Secretariat's Strategic Planning Workshop

The NCHE Secretariat revised its existing five-year Strategic Plan at a workshop held in Otjiwarongo during the first quarter of this year.

The main aim of the workshop was to align the organisation’s existing Strategic Plan to the fourth National Development Plan (NDP4). This Plan is based on the logical Strategic Planning Framework for the Public Service of Namibia.

The core exercise included an assessment comprising strengths, weaknesses, opportunities and threats, which highlighted key issues in the various Divisions. These issues are transformed into strategic objectives to be addressed during the next four years.

Furthermore, key limitations which might affect the Council’s core mandate, being structural, infrastructural and budgetary constraints, as well as the amendment of the Higher Education Act (Act No. 26 of 2003), were identified. These issues were deemed as imperative components of the 2013 – 2017 Strategic Plan, but would be insignificant if unaccompanied by Strategic Leadership and Management. 

The crux of the Secretariat’s expressed need is to ensure aligned strategic leadership that (1) understands the strategic planning process, methodology and its implications; (2) comprehends the importance of cross functional alignment and strategic focus; and (3) ensures a comprehensive monitoring and evaluation of the Plan’s implementation.

In order to implement its Strategic Plan, it was cascaded to an Annual Plan for the 2013/2014 financial year. This Annual Plan, a product of a consultative and participatory planning process, was developed with the collective inputs from the management and staff members of the NCHE Secretariat under professional guidance from the Office of the Prime Minister
